Are Spies Pointless?

In Latin America, a problem that is occurring is knowing what need there is for intelligence. This is not to say that it is bad that they are there, but that they are misguided. Many of these countries are using intelligence for the upper hand rather than security. There are examples of internal issues because rather than look for the safety of the entire country, the goal is to secure a place for their(policy makers) agenda. The question is not whether or not it is right to get rid of intelligence agency, but how are they going to point these agencies in a direction that benefits the safety of the countries they serve.
