Latin American Leaders Against Human Rights?

Since Cuba and the United State’s have reached a form of peace and understanding with each other, it is only natural that other countries in Latin America would begin to embrace democracy more wholeheartedly.  However, it seems as if Brazil who once was backing democracy and human rights has done a 180 degree turn.  Brazil will be backing those nations that have historically been the worst violators of human rights.  The president of Brazil has been involved in  scandal due to this which is calling for a trip to Washington in June.  Because of this turn of events, is it possible that Brazil will become the new “Cuba?”  This is just thinking out loud, but if once strong supporters of human rights changes sides and abstained from voting for documentation of the abuses in Syria and Iran, what does this mean for the remainder of Latin America?
